Bhubaneswar, December 16, 2025:
Odisha marked a major milestone in its industrial journey with the successful organisation of the Odisha Pharma Summit 2025, the State’s first dedicated summit focused on pharmaceuticals, medical devices, and life sciences manufacturing. Held in Bhubaneswar on Tuesday, the summit showcased Odisha’s growing stature as an emerging hub for the life sciences sector.

The high-level event was chaired by Hon’ble Chief Minister Shri Mohan Charan Majhi and organised in association with FICCI. It witnessed participation from over 400 delegates, including industry leaders, investors, policymakers, and stakeholders representing the entire pharmaceutical value chain.
The summit received a strong investor response, with 69 Memorandums of Understanding (MoUs) and investment intents worth ₹7,043 crore being signed. These commitments are expected to generate an employment potential of more than 44,600 jobs, significantly boosting the State’s industrial and economic growth.
Deliberations during the summit reflected strong industry confidence in Odisha’s infrastructure readiness, policy clarity, and facilitative governance framework. Industry representatives highlighted the State’s proactive approach, availability of skilled manpower, and improving logistics and industrial ecosystems as key enablers for investment.
A major highlight of the event was the launch of the Odisha Pharmaceutical and Medical Devices Policy 2025, aimed at fostering innovation-led and employment-oriented growth in the life sciences sector. The government also announced the development of dedicated Pharmaceutical and Medical Devices Parks at Khordha–Nayagarh and Khordha, respectively. These parks are expected to provide world-class infrastructure and attract global and domestic manufacturers.

With these initiatives, Odisha has reinforced its commitment to building a globally competitive life sciences ecosystem, positioning itself as a preferred destination for pharmaceutical and medical device manufacturing in India.
Through the Odisha Pharmaceutical and Medical Devices Policy–2025, the Government of Odisha envisions creating a competitive, innovation-driven, and socially responsive ecosystem for the life sciences and healthcare sector, positioning the State as the Eastern Gateway of India’s Health Economy. Anchored in the Industrial Policy Resolution (IPR)–2022, which identifies pharmaceuticals, bulk drugs, and medical devices as Thrust Sectors, the policy emphasizes infrastructure development, research excellence, public–private partnerships, and a facilitative regulatory environment to enable inclusive and sustainable industrial growth.
The policy aims to attract investment and catalyse local entrepreneurship and MSME development, generate employment across skilled and semi-skilled segments, and promote export-oriented manufacturing in bulk drugs, APIs, and medical technologies. It aligns with Odisha Vision 2036, the national vision of Viksit Bharat @2047, and India’s broader aspiration to become the Global Health Capital.
Under the policy framework, the State has set ambitious targets, including attracting ₹25,000 crore in investments in pharmaceuticals and medical devices and generating over one lakh jobs by 2030. It also seeks to establish the Odisha Pharma Park and Odisha MedTech Park as Eastern India’s anchor hubs for health sciences manufacturing and exports, strengthen R&D through focused funding and industry–academia collaboration, and promote sustainable growth through the adoption of green technologies and enhanced regulatory compliance.
